After Italy surrendered in September of 1943 some troops remained loyal to Mussolini and a new government was formed in the north of Italy known as the RSI and troops under this regime which was to last until the end of the war were sent to Germany to receive military training. This badge was issued to those who received that training, as well as to the instructors and was instituted on order of Mussolini with this being the version for officers. LH10308
